Things certainly have come a long way with respect to fat reduction.  Historically liposuction has been and probably still is the gold standard.  This procedure can be performed completely with local anesthesia.  In addition to liposuction, Kybella is an injectable medication that can permanently destroy the fat.  Lastly, cool sculpting can freeze the fat to permanently remove the fat.  Your best bet is to seek the consultation of a physician who is able to offer each of these services.

You would need a center that offers multiple wavelengths of light.  At this point in time there is no single machine.  We would treat the red and blacks with the PicoWay 1064/532 laser and the green with an alexandrite laser.

Tattoo removal has advance with the recently developed picosecond lasers.  These lasers are typically more effective requiring few treatments.  Scarring is uncommon.  For any given tattoo it is impossible to tell in advance if we can completely remove it or partially lighten it.
Kybella results; is this accurate?

Kybella was FDA approved under a treatment protocol consisting of 6 treatments spaced weeks apart.  Most patients will require multiple treatments (4-6).  The dosing can be adjusted based upon the amount of fat to be treated.  Kybella destroys the fat and creates inflammation and a microscopic wound (nothing that would be visible to you).  Wounds can take several months to fully heal but in my experience you will see the results of Kybella in several weeks.

Sorry about your tattoo regret.  That would be a very large area to excise.  For many years Q-Switched nano lasers have worked to lighten tattoos such as yours.  Multiple wavelengths of light will be needed to treat the multiple colored inks.  Picture, PicoWay and Enlighten are all picosecond lasers.  Because these devices are newer and are significantly more expensive to purchase there are fewer of these around.

The Quanta Q-Plus C is a q switched nano second laser.  Your tattoo may be stubborn because of the type of ink or depth of placement.  Assuming the tattoo was treated at appropriate energy settings you should seek treatment with one of the newer picosecond lasers such as the PicoWay, PicoSure or Enlighten.  These devices us much shorter pulse widths and may remove stubborn tattoos and remove tattoos in fewer treatments.

Mohs Surgery is considered the gold standard treatment of choice for recurrent skin cancers.  Recurrent skin cancers can extend beyond what is seen with the naked eye.  Of course, there will be a scar but modern reconstructive techniques can repair even large wounds.  CURADERM BEC5 is not an accepted form of treatment for recurrent basal cell carcinomas.  If you choose this treatment you run the significant risk of delaying effective treatment and ending up with a larger defect.

Moles or nevi can typically be removed surgically.  The two most common methods are via a shave technique or via excision.  I usually recommend removing one in a less obvious location as a test to see how an individual heals.  Some people heal with an imperceptible scar while other can have a more noticeable mark on the skin.

Unfortunately there is no surgery or non-invasive method of removing visceral fat.  The only method is diet and exercise.  Liposuction and the non-invasive devices work to treat fat between the skin and muscle not the fat behind the muscle.

If you were to attempt to treat those lines with Botox you would end up looking like a stroke victim so that would be a bad idea.  Those dynamic lines can be a challenge.  A combination of topical retinoids, fillers, and fractionated resurfacing can help.
